He said the brothel was "a matter of metres" from the plaques but Dick, the owner of Ji Li Golden Hands Relaxation, was unaware his clients were parking over the tributes. But Dick was certain it wasn't his customers who were mounting the kerb in a bid to find a convenient place for their cars. If there's parked car on one side, they have no choice but to mount the central reserve if they are going to stop and leave enough room for cars to get through.
