After a dinner I went to the red district in Chungli again. Something changed since I visited the place months ago. Some houses still refused foreigners but some of them not. This is the spot across from the old sogo. It's actually easy to find, the area is off btwn two main roads with the brick type pavement and clothing shops. So off this area is an alley and in through the alley there are maybe twelve shops open.
